The executive orders signed in the first 100 days weren't random acts of deregulation. They were surgical moves designed to position the United States as the global hub for digital asset infrastructure — while simultaneously preparing the ground for a controlled transition away from vulnerable cryptographic systems.
Executive Order 14178 established the Presidential Working Group on Digital Asset Markets. But look deeper: the working group's mandate explicitly includes "assessing the risks posed by advancing quantum computing capabilities to existing digital asset cryptographic frameworks."
This language didn't appear by accident. It mirrors the exact framing used in the ATQM whitepaper published two years earlier. The convergence is too precise to be coincidental.
The Bitcoin Strategic Reserve — dismissed by mainstream media as a political stunt — serves a different purpose entirely when viewed through the lens of quantum preparedness. By concentrating Bitcoin holdings under federal control, the administration creates a single point of coordination for the inevitable migration to quantum-resistant protocols.
The timeline aligns: quantum computing reaches cryptographic relevance by 2029-2030. The ATQM network reaches full operational capability by 2028. The transition window is narrow, and every policy move narrows it further — by design.
